Civic District to CBD: IOI's Chijmes Talks

Published

EdgeProp, citing a Bloomberg report, wrote on 15 October 2026 that IOI Properties Group is in exclusive talks over two nearby landmarks in Singapore's civic district: Chijmes, the former convent that holds restaurants and heritage spaces, and the Capitol Kempinski hotel. According to EdgeProp, due diligence was under way at the time of the report, and none of the points below has been agreed. Central Singapore's commercial districts each carry a different mix: the civic district leans on heritage, dining and hospitality, while the CBD around Cecil Street leans on office floors. The report touches both ends of that range, which makes it a useful lens on how one investor spreads capital across locations.

A Civic District Deal, Seen From Cecil Place

EdgeProp, citing Bloomberg, said ownership of the two properties is shared among several investors. One company holds about one-third of Chijmes and 80% of Capitol Singapore, a complex with a hotel, a retail mall and apartments, while a vehicle backed by an unnamed Southeast Asian sovereign wealth fund is among the other holders. EdgeProp reported that the company declined to comment, so the ownership picture rests on the Bloomberg account alone.

Retail, Hotel and Office Plans Behind the Cecil Place Lens

EdgeProp, citing the same Bloomberg interview, reported that IOI's chief executive wants to bring high-end fashion retailers into Chijmes. The aim is to improve the tenant mix and rental income, which EdgeProp said have been held back by a concentration of food and beverage outlets. If the hotel purchase proceeds, an international ultra-luxury hotel brand would take over from Kempinski, according to the report.

A second thread concerns office space. EdgeProp, citing Bloomberg, said IOI plans a private real estate fund that brings outside investors into its Singapore commercial portfolio, expected to be set up within two months of the interview. The first two assets would be the office component of South Beach and IOI Central Boulevard Towers. The fund targets an internal rate of return of 10% to 11%, with distributions every six months. IOI would cut its stake in those assets to about 50%, with a lock-up of five to seven years, and EdgeProp said more Singapore assets may be added over time, with a longer-term aim of a REIT listing. EdgeProp also noted that IOI's Singapore expansion has increased its borrowings.

Four Location Takeaways for Cecil Place Owners

  1. Civic district: Chijmes and the Capitol Kempinski hotel are in exclusive talks, with due diligence under way, EdgeProp reported.
  2. Tenant mix: high-end fashion retail is the stated plan for Chijmes, in place of a line-up weighted toward food and beverage.
  3. Office capital: the planned private fund starts with two office assets and targets distributions twice a year.
  4. Status: every point comes from EdgeProp's account of a Bloomberg report, and nothing in it is a concluded transaction.
